European Endowment for Democracy – additional support for democratic change

The Board of Governors of the European Endowment for Democracy (EED) met in Brussels on the 9th Jan, co-chaired by Catherine Ashton, High Representative for Foreign Affairs and Security Policy/Vice-President of the Commission, together with MEP Elmar Brok, chair of the European Parliament's Foreign Affairs Committee. Commissioner for Enlargement and European Neighbourhood Policy, Štefan Füle, also participated in the meeting. The Board discussed the strategic vision and mandate for the EED and appointed Mr Jerzy Pomianowski, currently State Secretary in the Government of Poland, as the Executive Director of EED.

In her opening statement, the High Representative said: “The central idea that motivated the creation of the Endowment is Europe’s commitment to advancing democracy. Not only does this benefit the people who aspire to freedom and who champion democratic transitions worldwide; it is also in our own European interest. The Endowment comes at a very timely moment, as 2013 will be a crucial year for democratic transitions, in particular in the EU’s neighbourhood. The European Endowment for Democracy can play a very important role. By working directly with those in the field, who are striving for democracy; and by offering flexible, non-bureaucratic and dedicated procedures that are tailored to the needs and demands on the ground.”

Call for proposals IPA - EuropeAid/134254/L/ACT/RS - EU Civil Society Facility Serbia Programme
The objective of this call is to contribute to democracy, human rights, social inclusion and the rule of law through more effective civic participation in policy formation, decision making and all levels of government practice. Further aims include: to strengthen the activities of CSOs in public administration and to foster civic and capacity building initiatives aimed at reinforcing the role of civil society in community development.
Financial Allocation: Total available is 2 million EUR

Call for proposals IPA - EuropeAid - Broadcasting the EU - former Yugoslav Republic of Macedonia
The objective of the programme is to contribute to better information of the citizens of the former Yugoslav Republic of Macedonia about the European Union and the impact of the accession process on their daily lives.
Specific objective of this call: To increase the number of quality TV programmes about what the European Union is doing in order to help the country meet the EU standards and make progress in the accession process; and to stimulate an informed public debate in the former Yugoslav Republic of Macedonia about the benefits and challenges of the EU accession process.
Financed actions:
(1) The accession of the former Yugoslav Republic of Macedonia into the EU:
- Familiarising the citizens with the accession process, the progress of negotiations, the roles and responsibilities of the former Yugoslav Republic of Macedonia, the opportunities and challenges of accession and the impact on the daily lives of citizens;
- Enabling viewers to see the experiences of other Member States and aspiring member states (through interviews, features, and stories);
- Highlighting the EU financial assistance programmes that have been developed to support accession and the reform process in the former Yugoslav Republic of Macedonia, including opportunities relevant to citizens or specific target groups such as: scholarships, European Union programmes, trade opportunities, etc.
(2) The European Union – the broader picture:
- Communicating to the citizens the internal policies of the EU and how it functions in order to enable them to engage in a dialogue about European issues;
- Illustrating the impact of European policies on the lives of citizens;
- Communicating the role of the EU in the international arena.
Eligibility: Applicants must be legal persons, and
- be public television broadcasters, private television broadcasters, independent television production houses or organisations which perform television broadcasting and/or television production as one of their registered activities, and
- be established in a Member State of the European Union, a country that is a beneficiary of the IPA Regulation, a country that is a beneficiary of the European Neighbourhood and Partnership Instrument, or a Member State of the European Economic Area, and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
Financial allocation:
The overall indicative amount made available under this Call for Proposals is € 200,000.

Youth in Action programme 2007-2013

Youth in the world: Cooperation with countries other than the neighbouring countries of the European Union (OJ C 7212 March 2103)

To promote young people’s active citizenship in general and their European citizenship in particular; to develop solidarity and promote tolerance among young people, in particular in order to foster social cohesion in the European Union, to foster mutual understanding between young people in different countries, to contribute to developing the quality of support systems for youth activities and the capabilities of civil society organisations in the youth field to promote European cooperation in the youth field.

Call for proposals IPA - EuropeAid/134093/L/ACT/XK - Support to Social Partners - Kosovo
The overall objective of this call is to strengthen the social dialogue through developing the capacities of social partners in Kosovo, thus promoting their participation in socio-economic development.
Specific objectives:
- To develop skills and knowledge of social partners in legislative drafting, legal research and analysis;
- To strengthen the administrative and management capacities of social partners:
- To strengthen the capacities of social partners in advocacy, lobbying and negotiations;
- To facilitate the organisational reform of social partners.
Financial Allocation: The total available is €600.000.
