Why campaign now?

  • The recent financial crisis and the worldwide recession has resulted in relevant cuts in funding for the sector
  • The Review of the Financial Regulation only happens every three years and in 2010 a new document will be approved.

Gathering evidence from members

In 2009, Euclid Network tried to meet with DG Budget, but faced an initial reluctance.

In August 2009, we launched an independent consultation involving all our members, collecting examples and case studies.

These were collected and compiled.

Working with the European Commission and other NGOs

The findings inspired the set up of the Civil Society Working Group on EU financial support within DG Education and Culture. The group is chaired by EN and consists of the most influential NGOs and NGO umbrella organisations in Brussels.

After months of pressure, DG Budget launched the public consultation (external site).

The working group produced a response to the consultation, heavily involving EN's outcomes from the internal consultation.

The lobbying continues

The next steps to ensure that they are in the new text when it is sent to the European Council and European Parliament for approval include:

  • The civil society working group on EU financial support meeting with DG Budget
    To ensure that they have both understood the recommendations and that they will be introduced in to the new text
  • Lobbying national governments and MEPs to support the recommendations
    If all the recommendations are introduced, EN will be in contact with MEPs, Budgetary Control Committee in the European Parliament and member states asking them to support the new text. If the first five recommendations (the most important recommendations) are not introduced, EN will be asking MEPs and member states to amend the new text

Exploring late payments 

Closely related to the Review of the Financial Regulation, the working group on EU financial support will develop a response to the consultation on late payments from the EC.

In 2007 the European Ombudsman found that 20% of all the Commissions payments were late. The EC announced new measures to improve the situation, such as stricter time limits and an increased use of lump sum payments. The Ombudsman welcomes these additional measures and invites interested parties in civil society to express their views on this important issue.

Deadline for contributions to this public consultation is 31 March 2010.
