This is an independent report by the UK Charity Commission for the UK Compact (The Charity Commission is the UK's charity regulator and the Compact is is the agreement between government and the voluntary and community sector), using case studies to explore the experience of third sector organisations in England who had been awarded European structural funding.
Striking a Balance: Efficiency, Effectiveness and Accountability
This report from 2005 looked at problems with the Financial Regulation and put forward ways in which they could be improved. However by the date of publication the new EC financial regulations had already been adopted
